The rubbers on a billiard (or pool) table are located in the cushions and enable the ball to rebound. There should be very good bounce on a billiard table, and over time these rubbers may harden or deteriorate.

Generally, the ball should be able to rebound four or five times or more. If a table's bounce dies, the rubbers may need replacing. This is generally undertaken off-site, as it's messy and needs specialised tools.

A good time to check if rubbers need replacing is when you're reclothing the table, as the cushion cloth has to come off to get to the rubbers anyway — and can be replaced with new cloth at the same time. See our re-clothing page for more.
